Horror games are not a genre. They are sub-genres of action or adventure titles mainly. Also, Resident Evil 4 swept GOTYs and Resident Evil 2 got quite a few back in 1998 also. Regarding movies, the best have gotten recognized through nominations(The Shining, The Excorcist) and if you really think the rest deserved to win best picture, you seriously don't understand what the awards are they give out leading up to that.
Regarding the Silent Hill game, it looks interesting. I might check this out in the future.

Movies are seperated into genre based primarily on the mood they give off. Games are primarily seperated into genres based on the differences in gameplay mechanics. This is why Halo is labeled as a shooter and not a sci-fi game. This is why Disgaea is labeled as a turn based strategy RPG and not a comedy. Horror is not a gameplay mechanic, it's simply the mood of the game. The way the game plays, whether it be an FPS, third person shooter, RPG, etc. is the gaming genre you place it in. Horror would be a sub genre of whatever primary gameplay mechanic the game has.
