She loves Jack Black and rock, so Brutal Legend is already on my buy list. I'm not sure she'd get along with Assassin's Creed, but I may have her try it. She'll probably find the combat system frustrating.

Help her set up her character in Mass Effect and get her through a bit of the game initially and I'm pretty sure she will become invested in her character enough to really get into the game. Especially if she likes morality based games she going to have a lot of fun choosing her personality and having consequences for her actions.
Other than that for jrpgs I would recommend Lost Odyssey and Golden Sun. Lost Odyssey because I think she might enjoy the story and Golden Sun because you said she liked pokemon so I think the play style would be to her liking.
Maybe you could even try Crackdown too seeing as how its pretty cheap now. She doesn't like fps games or shooters right?

Current Gen, Fallout 3 and Oblivion are my top two choices, my friends recommend me Lost Odyssey saying it picks up a lot, and FFIV the after years is pretty good though you'll want the DLC for sure.
Past gens try Legend of Legia, FFIX, FFIV, and Kingdom Hearts.

inFamous has moral choices and an open world. And it's awesome.
Same with BioShock, but it's more linear, and it's a shooter.
And she should try Oblivion- it's probably cheap by now, and it may not have Fable II's moral choices, it is, in my opinion, better designed.
My first thought was inFamous, though I feel I might be a little late to that party
