Hmm to me a spin off would be a side story to the main story with some of the same characters. FF13v and ff13 stories have nothing to with eachother and thus it's two completly different games.

If we call FF:CC & FF Legend spin offs and we have been doing that for ages

then FF Versus XIII is also a spin off
