EDIT: Never mind, the Young family of AC/DC fame were also born in Scottland. I didn't mean any disrespect with the stereotyping, BTW.
It's hard to judge, because you can base in just the purely technical skills (here would win Michael Batio and Malmsteen) or technical skills AND musical prowess (here you find people like Jimi Hendrix, Steve Vai and Mathew Bellamy)
My personal favorites are Hendrix, hide from X Japan and Gustavo Guerra.

Werl I personally think Jimi Hendrix. As I'm a fan for the old rock music as well I'd also have to put Clapton, Page and perhaps even Eddie Van Halen (have you heard Eruption? My god!) up there as well.
