It's neither new nor online: it was the fourth game in the series, released for the Sega Genesis. It's widely regarded as the finest of the whole series, though there are others who would give PS2 that honor.

Yes, there is an extremely high possibility that these games are for the VC. The ESRB site doesn't differentiate between retail and online games.
Generally, the Phantasy Star online games have online in the title. Since this just says "IV", that brings me to believe it's a sequel in the Phantasy Star RPG series.
Phantasy Star IV, as previously pointed out, is going to be a Virtual Console release. It came out I believe in 1994 for the Genesis. I really hope you guys aren't paying for these Genesis games, since almost all the good ones are on the Sega Genesis Collection for PS2 and PSP. It would be cheaper to buy a PS2 and the Sega Genesis Collection than to buy each game off VC.
New PS2 slim(129.99) and new SEGA Genesis Collection(28 games)(8.99 at Gamestop for their Gamersday Sale)=138.98 + tax
28 SEGA Genesis games off the VC= $8 each x 28=$224
The difference is over $80 in favor of owning a PS2 and all of the games as opposed to buying them on the VC.
