Buddy, what’s your evidence it will be capped at 30fps?

In fact it’s not even a new game on PSN. It’s the same edition that’s just getting an update via a patch. That means they’d need to actually remove the performance mode with the patch.

CDPR said it themselves.

I'm not sure what's the situation on PS5, but you can access different versions of Witcher 3 on Steam and GOG once it's in your library. As far as I know, if you own PS4 version of Witcher 3, you can do the same on PS5 (though it seems that cross-save between versions is done by linking console to GOG).
