Iran and China are obviously spying on USA as much as USA is also flying with surveillance planes around the world...what a surprise!

They are unmanned drones, at least. There is no denying that at this point so the White House is obviously wrong.

The best hypothesis far manned aircraft I've come across so far is that they are Osprey aircraft. However it doesn't quite fit cause Osprey are massive. Perhaps they would be hard to gauge in the night sky.

I'm not one to jump to conclusions. Let's think of this logically, folks.
