Think of it this way, every other artistic medium has a place in gaming from sketch drawing to paintings to choreography, photography, Film, Music, writing and so on. They all are needed on some level to create a game, If you think of games like this as a sum of all the art that has come before.

Read Dead 2 is a game that left me more emotional through it's game time than I have in years watch film, reading or or viewing traditional art. Now, given the choice between video games and music, it's a tough one, I don't know how I'd choose cause video games without music simply aren't as good and music is such an integral part of living. Probably music is what I most need in life from art but games are what I most enjoy and by far are what are pulling the most emotion from me even if that is sometimes anger and more negative emotions.

You can make a game that is similar to a book, you can make a game very similar to a movie. People joke about certain films being close to video games, but that's more the heavy CGI, as almost no film by default is interactive.

I think it depends.  If you go back in time to EDO japan a courtesan (a prostitute with  wealthy clients) many of them was practice and skilled entertaining both during and before sex.  Especially those that rose to rank of Oiran.  I would consider what they did art.  I think a prostitution that skilled in the art of seduction and pleasurer could be considers artist.  On the other hand if it just money exchange for quick sex then it probably not art.

You can't really rank individual forms of art, but gaming is the one art that combines all of the others into a cohesive piece, where everything needs to work as one. Plus, you get to interact with it and have a very personalized experience, or even participate by making mods and whatnot. In that sense one could argue that games are the ultimate art.
