I'm not sure if I'd call this a fair comparison, TLOU 1 was not on the same level as BOTW saleswise and TLOU 2 was extremely devisive.

In hindsight but not when BOTW released because at that point TLOU would have been considered the bigger game or equivalent at the time as only LOZ, OOT and TP had comparable sales to it in the series. BOTW went to become a GTA level title, TLOU is still one of PS' main flagship titles if not the main flagship title.
