He’s lying, I’m betting.

Looking at Accuweather it doesn't seem to get cold, hardly a winter. Ukraine is better off with rasputitsa I think. Which weathermap are you looking at?

I've heard conflicting things about the effects of weather on this war.

I read that Putin hoped it would stay cold so tanks could easily drive through open fields instead of sticking to the roads but the warm-ish temperatures turned the fields into marshlands and armored vehicles get stuck more easily (there's plenty of evidence that this has happened to quite a few Russian vehicles).

On the other hand I've also seen footage of snowy landscapes (probably from a different part of Ukraine though). Does that help the Russians? Who knows.

It can go both ways. Deep frozen terrain helps you a lot moving around if there are no "real" roads. The past weeks have been "muddy" weather, so many heavy vehicles have sunk into mud. Now if it gets cold and the mud freezes deep down, you have pretty much parked your vehicles, they are not going to move. (if you are lucky, a tank may dig out itself over time without harming mechanical parts).

So their response to sanctions imposing economic hardship on their people is to impose sanctions on other countries that cause even more economic harm to their own people. Why Putin doesn't realize that the West is just buying its time waiting for the people of Russia to revolt against the government is beyond me.

Looks to be around -9C for the next two nights and then it gets warmer again. And -9C really isn't that cold so there's hardly a reason to race against it. For reference, during Winter War temperature was -40C at times.

Warmer weather has been a disadvantage for Russian army for sure, for the reason Barozi mentioned.
