It can go both ways. Deep frozen terrain helps you a lot moving around if there are no "real" roads. The past weeks have been "muddy" weather, so many heavy vehicles have sunk into mud. Now if it gets cold and the mud freezes deep down, you have pretty much parked your vehicles, they are not going to move. (if you are lucky, a tank may dig out itself over time without harming mechanical parts).
