Xbox One X significantly higher resolution than PS4 Pro, Xbox One X minimum on the dynamic scaler is the same as the maximum on the PS4 Prop dynamic scaler. Higher graphics settings than base hardware on XB1 X as well. Framerate is a nit worse than PS4 Pro, indoor shootouts mostly 30 fps with a few drops, but outdoors can drop as low as 18 fps at times, especially while driving. DF surprised by the game running at lower framerate in CPU intensive areas of the game, since XB1 X has a faster CPU than PS4 Pro.

Odd that One X runs slower than the Pro, same assets, just a bit higher resolution. What is going on with that Red Engine. Performance on PC is also an odd one, some high end PCs are faring worse than some mid range setups.

After using Alex's settings, mucking around with Nvidia control panel, and using a recent performance mod from Nexus, as well as a frame cap of 75, I'm actually able to keep the game on high settings (some low) at 75fps without many drops (save for nightclubs and town markets, and that's even with crowd density set to low).

Still, this shouldn't really be happening, had they actually spend 4 years making the game, and 1-2 years smoothing things out, instead of just 1 1/2yrs making the game.

Yeah, optimisation is bad with this game, DF concluded that PS4 pro version performs better than One X in terms of fps, What?

Poor people that got this game on base Xbox One.
