I checked their Twitter account and apparently the stores are closed due to massive snowfalls:

On some further tweets, I could see downed power lines and that the train service had to be cancelled, so it looks like there's really some severe snowstorm in the region

The State of Emergency is only for Tokyo and its closest bordering prefectures, but I wonder if it might keep shoppers away from COMG in Niigata as well.
