I mean, Sucker Punch literally just did one man lol. It's possible though, that a lot of teams simply don't feel that they can do the area justice. Like, if you have a team comprised of people from around the US, and Europe, who grew up in those cultures, in those environments, learning about key history to those areas, etc...the team is probably just inclined to lean on those lived experiences, because they feel they can really bring a piece of themselves into that development process. Whereas on the flip side, if you're doing a game set in Japan, and you maybe have only a select few people on your team who connect to that region on a personal level, maybe there's a certain intimidation factor, and in the AAA market in particular, where people are rather risk averse, a lot of people would be inclined to just stick with what they know.
