Nobody ever said they're not buying devs. It was reported last year that they were eyeing several studios to buy and turn into a 1st party for the console and the streaming service. Just because we haven't heard about Google buying them as of yet, doesn't mean that it hasn't happened, the discussions could have taken place behind closed doors between trusted executives with NDA's signed to prevent leaks before the grand reveal event. It was reported that just 5 people outside of Google had been briefed on the console as of July last year. They clearly wanted to keep a lid on this project until the official reveal.
As for experience, the Google Console project is reportedly headed up by Phil Harrison, who was a former exec for both Playstation and Xbox.

Considering the good/great 3rd party devs that would accept being bought by Google, considering it takes several years to develop a new game (so look at how long each of them haven't revealed a game in a platform on the last 2 or 3 years), how many devs would they have to show for? I guess not many if any. Much more likely they'll moneyhat ports.
