If they have money like that to burn, then If i were them I would become a publisher instead.

The goal of the console now is to bring people into their ecosystem for when streaming takes over and traditional consoles die in a couple of generations. This is part of a larger strategy to be the eventual market leader of game streaming services. 

And launching the console before buying some devs and without no experience will do wonders for them =p
