But most of the people I know in Latin america, still believes that the switch is destroying the Ps4 in terms of sales.

The thing with Playstation consoles is that they are not front loaded with exclusives. 

It takes a while for them to receive the first batch of exclusives, but when they start it doesn't stop until the end of the gen.

Next year with God of War, Spiderman, etc the sales will be higher than this year.

So the sooner PS4 reaches $249/199/149 price range, the sooner the system becomes more accessible for developing and growing regions such as China ... (there's another gold mine Sony could access)

I'd prefer it if China does get into console gaming since the market gets bigger and there's more diversity to be had in games too ...

Well, yes it's surprising not only to see a flat followed by a big growth (although last gen this happened because Sony done slim and big pricecuts, and MS done the kinect and both had very late peak after even having declines) but also that it is still growing on the 4th year, while the price wasn't that low and could even allow for another growth in the 5th.

Probably nowhere. At least in Brazil it have been playstation all the way until last gen where X360 live and easier to pirate made MS stronger than Sony, but PS passed it again this gen. And only a crazy person would think the LT of a very successful console on the 4th year like PS4 would be so much lower than a 1st year console.

And also people local impression on sales isn't even relevant.

Why not? If it makes console go cheaper faster and allow more profits on SW making they come faster (unless they help increase MP and the like) is good.
