That game is pretty famous for being a shit-bag. Seanbaby was the first persin to make me aware of it, and the AVGN video on it was good.

I really enjoyed Digimon World 1,2,3,4, all with under 65% and most around 50%.
Someone already talked about digimon world 2, and someone might talk about 3 so I will talk about the first game.

It probably got low score because it was on a deadline and was bug ridden, some more hilarious then others. For example the hacker/bugged digimon Giromon, once you defeat him sometimes he will glitch out. If that doesn't happen you might not get the special item he drops due to a bug. If both of those don't happen and he joins your city, the moment you talk to him to try to use his special perk the game freezes and you have to reset.
Samurai Warriors 2 for PS2 got 58% on metacritic. It was a great game and they actually added the future emperor to be playable unlike the first one.
Twisted Metal 3 for PS1 got 51% on gamesranking. Also great, more of the same and a lot of characters and Sweet Tooth actually wins this one eh with that OP special move.
White Knight Chronicles 1 and 2 got less then 65% on Metacritic. I enjoyed both of them for what they were.
Darkstone for PS1 got 58%. Crazy fun game back in the day like DnD Heroes for Xbox.
I could go on but the post is getting pretty long. I will finish by saying I probably enjoyed these games immensely compared to a game like Journey with its pretty 92% rating.
I don't think I've even played a game below 65 metascore. The lowest was Mario & Sonic at the London 2012 Olympic Games (66 meta), which was pretty good imo.
I also want to mention Mini Race by Gamedesign. It's the best racing game of all time. However, I doubt it would get a 65 on metascore, since reviewers wouldn't be able to appreciate this piece of art.

Yoshi's New Island and Yoshi's Story tend to be in the 60-65 on MC and GR. I love the core gameplay mechanics of the Yoshi series, so they were always going to be winners with me. New Island is perceived as very bland and unoriginal, whilst I see Story being criticised as being too short and easy (always feel people gravely misinterpret the point of the game. Getting 30 melons in every level is difficult!)
Turok Evolution sits at 61 on MC, but can be as high as 70 on GR. Not sure how that works (perhaps due to different versions?) Absolutely love the game. Had hours of fun with the multi player, and I revisit the single player every two years or so.
I like Driveclub way more than I should since its metascore is only 71. Driveclub VR only has a 66. So since that's the lowest rated game I have played this gen I say Driveclub.

I don't know if it could be considered a crappy game, but I had some fun with the daytime sections of Sonic Unleashed.

I can't help but like Superman 64. And I have no idea why.
Sprung, it was a really basic DS dating game released at the console's launch by Ubisoft. It's crap by most accounts, but I've played it many times, the writing was funny, I enjoyed the music, the characters are all good, I thoroughly enjoyed it when I got it with the console (back when I was eight.. ow that feels too long ago) and still do today, though I haven't played through in a few years now, I must do so when there's a lull in new games.
