Not sure if I can think of a top 5 but my personal favs in no order:
Ansem - First KH only, great voice acting and very simple easy premise.
Reapers - Proof that AI still technically isn't free thinking. A great version of AI though, love me some AI characters.
Kefka - Dude said he's destroy the world. He did.
Handsome Jack - He was the hero... stupid Vault Hunters. (not sure how they are going to top him in Borderlands 3)
Captain Walker - You know the guy, the one you play as in Spec Ops.... those who haven't played this game, play it.

Why all the votes for bowser, Dr eggman and to a lesser amount Ganondorf. Bowser is as one dimensional as villains get. And eggman well his idea us way to dumb fir a villain. Compared to that even Marvel villains are all genius.

5 Psycho Mantis because it was one he'll of a boss fight.
4 Detlaff The Witcher 3 higher vampires are awesome and interesting.
3 Zeus in god of war 3 because he became truly evil maniac because of fear Kratos.
2 Rafe from Uncharted 4 because he was an interesting character which had a long running history with Nate and had a good motive.
1 Ares in God of War the fight was great and the storyline behind it was good.
