Well, they had Dillons Rolling Western, Denpa Men and stuff like that. But you're right, with the newer games they reach different levels of budgets with their experimental stuff.

Nah, lack of sales of IPs outside Nintendos is what throws most 3rd-parties off. And it seemingly isn't true anymore for japanese 3rd-parties.
