Also, all, there’s a very important note to consider regarding the censorship of Dispatch: The reasoning might not necessarily be a Nintendo problem, but rather, an issue with CERO (the JP version of ESRB/PEGI). Appearently, Japan has a highly strict “no nudity” policy in games— this would explain why, for instance, the JP version of Dispatch on PS5 has been granted the same censorship as the NS2 version (though how all of those hentai games are able to make it onto the Nintendo eShop is beyond me (EDIT— turns out the hentai games use the loophole of not actually containing nudity.)).
That said: Why then isn’t it just the JP version of Dispatch with censorship, if that is the entire issue? From what I understand, Nintendo doesn’t offer publishers the option to release multiple versions of their games varying based on regions. The most they’ll allow are language changes.

That's a big shortcoming from Nintendo if true, but the publishers made the wrong choice too, I can't imagine the market for Dispatch being big in Japan, so skipping releasing it there, at least until they can sort something out with Nintendo, would probably have been a better strategy.
What makes it even weirder is that Nintendo allows multiple versions based on region if the publisher is different at the very least.
Ok, so according to this, you can release regional variants on the eShop, as it should be, and AdHoc just effed up.
"Long-term Switch owners are likely familiar with the fact that some games are the same no matter which country you buy them from and some games aren't. This is because publishers can choose to release their games either as one file for the whole world, or separate files for different countries. AdHoc is an indie studio, so they likely chose to just make one version to release worldwide. It costs more money to release and maintain a separate version for Japan. In order to comply with CERO and also release just a single binary, censorship is necessary.

Nintendo Derangement Syndrome reared its ugly head yet again over the Dispatch controversy.
Everyone jumped down their throats saying they censored the game when it turns out they had absolutely nothing to do with it and it was AdHoc's own screw up/laziness that led to the censorship.

Nintendo Derangement Syndrome has been pandemic this past year ever since Switch 2 was revealed.
Genuinely weird how people can be so emotionally invested in hating a console/developer just cos it doesn't appeal to them. Incredibly childish.
