I would easily pay 20 bucks a month. There are more than 12 retail games on average in a year that I have an interest in and 60x12 is much greater than 20x12.
I don't think I'd pay for it at all, as I prefer actually having the games to streaming them. However, if it came as part of another service, I would probably use it. I see that you said it includes online service, but I don't pay for online anyways, so maybe they could package a 1 week trial for each game you buy or something? I'd try it out in that case.
Nothing. Either I permanently own my physical copy/digital archive-rights, or I simply don't play the game, which means these services are worthless to me.

If I was a newbie to a particular platform, or somehow lost like everything I owned, I'd consider a $20/month service for an instant game selection.
I'm not interested for many reasons. Not the least of which is that I already have a very nice physical/digital collection. Hard pass.
