I also tried to estimate how many Steam users already have a GPU faster than the Scorpio (counting any GPU faster than a GTX 980 / GTX 1060 / R9 390X / RX 580) and I came up with about 5% of the Steam users. It's only 4,8% in the chart below, but the GTX 1080 Ti numbers are still missing and it should have a much bigger impact than the Titan X numbers due to a much better price-performance ratio)... that should be around 11 million PCs if the SteamSpy-estimate of 230 million Steam accounts ain't totally wrong:

The growth of the PS4 Pro in the same time frame is a very rough estimate based on the "one fifth of the total PS4 sales since Pro launch" info... that would mean the number of PC-GPUs faster than a Scorpio is growing twice as fast than the growth of the PS4 Pro base.
So PC already has a head start of 9 million compared to the PS4 Pro and of 11 million compared to the Scorpio. Until the Scorpio launches in half a year the gap to PS4 Pro will probably get bigger and the headstart compared to Scorpio will be at least 15 million.
