Yeah i skimmed it over cause it all looked alike.

For most people looks is very important. This game has anime look, which alone repels a lot western buyers (for whatever crazy reasons). Add to that, that this is a futuristic setting with strong fantasy-elements - not a thing that is very popular in the west. No, this will sell more in Japan than in each other region, more than in NA or eruope. And if it sells strongest in Japan, your whole argument is broken. Willing to bet against me, that it will not sell strongest in Japan?

Sorry, no dev cares about the CPU, this takes the compiler care of. GPU might be trickier, but mostly thats still framework. If RAM is DDR3 or GDDR5 makes no difference in developing, in testing you might find different loading times.
You talked a lot about hardware, but not one word about software (toolkit, APIs and stuff), although software is what is actually important for the difficulty to develop or to port.

Not a great argument. Naruto and Dragon Ball Z are incredibly popular in the western world. They're beyond just being anime. Now, what happened to less popular anime games made by Bamco - Fist of the North Star, Saint Seiya, JoJo's Bizarre Adventure, Gundam , Jump Ultimate Stars ext? Any time XBOX gets any love from Bamco, its from series already popular in the west - Tekken, Soul Calibur, Souls.
Where do you think Code Vein fall's?
I'll buy it if it's on Switch, everything is now meaningless if I can't take it on the road unless it's on PC.

For most people great gameplay is very imortant as well.
I will not bet with you about how it will sell in Japan because this could be a sleeper hit in Japan with Darksoul and BloodBorne Vibe.
But I am willing to bet about the PS4/XB1 over PS4/switch.
Anyway, I also believe it will come to Switch. I am just arguing about the people not including the XB1.

I am just arguing that Anime style of games can sell to Xb1.
As for your question based on the way they announced the game the main target is not just Japan but worldwide so the it will not be treated as the one you mentioned above.

THe first trailer for Code Vein, Bandai Namco’s newly announced action RPG from its God Eater team, will be released on May 2, the company announced on Twitter.
The tweet included a screenshot, attached above, of a scene from the trailer.
Code Vein is due out for unannounced platform(s) in 2018
