Highest score on metacritic isn't a secured GOTY. I'd argue Horizon, Nier, Nioh, potentially ME Andromeda, FF7 remake or RDR2 are still on competition. Hell, for all we know even Ni No Kuni 2 may very well be, its too early to say.

It's very likely that it will get most GOTY awards, but the competition will be tough (Red Dead Redemption 2, Super Mario Odyssee, Mass Effect Andromeda).

There's a difference between highest score and 98/100 though. 

For a game to be universally acclaimed by critics as near-perfect - and favourably compared to OoT, not just in score but in impact to gaming - it would follow that it should easily be GOTY (and GOTG for that matter).

The only two games which could possibly compete are SM Odyssey and RDR 2. Other games won't stand a chance.

I have no doubt though that BoTW will win both in highest metascore and number GOTY awards.

I don't know what horde you're from, but back to the real world. what technical issues are in Uncharted 4? Assuming there is one that would make 10/10s look suspicious.

Not in my opinion, there are much better games coming out in 2017 imo.

Game of the Year is very likely to be either Zelda or Red Dead, I'd put my money on Zelda though.
