It's more likely an indie developer who is desparate for a dev kit and an appearance of their game in a Nintendo Direct.

Interesting info but I don't like what is being said about VC. There is no reason Nintendo should have cost associated with VC between consoles.

As a software engineer, I can't fathom why there is any cost beyond the interface between the emulation and the console. That is a one-time cost that would work for ALL VC games once complete. This should just be something Nintendo did and eats as part of R&D for the console.
