Guerrilla Games has gone on record saying, that they would love for Horizon to be their next big franchise.
Polyphony Digital doesn't work on anything other than Gran Turismo
And of course, depending how well Days Gone does sales wise, will determine whether we get a sequel or not.

While some sequels are inevitable, it doesn't in any way guarantee that they will move from one project to the next, with nothing in between. Take Sony Santa Monica for instance. They tend to develop a lot of games collaboratively. Right now they have their names attached to three other projects which will be released on PSVR.
Saying "Santa Monica is going to release another God of War someday" doesn't make them predictible, especially when those releases are interspersed with releases of other games...
Besides, your ignoring the fact that a lot of the games on that list which are confirmed were not predictable in the least.
