It sounds like the game had a fair amount of potential to be fun. I can't help but wonder at what went wrong.
I get the impression they tried to pack it full of so much stuff that they forgot about securing the important parts first.

Launching games broken/not running as they should, should cost companies.
Requireing patches to get things running decently shouldnt be something people accept.
Things should run well strait out the gate (stuff like this is worse than lacking content).
Its a bad practis, that its become somewhat common place, and accepted as the normal, when it really shouldnt.

I've read the review at PCGamer and the reviewer said that the game not only ran badly, but also looked significantly worse than The Division on the same machine. And The Division isn't really a good looking game (average textures mainly), so I would say that we're getting 360 graphics AND 15 fps.
Edit: Also, the reviewer said the game was actualy bad, so it doesn't mattter that much.

From PCGamer.com:
"On the technical side, Homefront barely gets a passing grade. NPCs got stuck in spaces and refused to let me pass, I ran into several hard crashes, and my framerate was always sub-60 even on low settings—plus I experienced bouts of irritating stuttering throughout. My GTX Titan is looking longer in the tooth after the announcement of the GTX 1080, but I didn’t expect so much trouble at 2560x1080 and 1920x1080. Homefront was playable, but not up to my standards, and not for any discernable reason—The Division, for example, both runs better and looks better on my PC."
I wouldn't recommend it on PC either. Just avoid it like the plague.

That lines up with my random watch of youtubers streaming it on pc.
They all had monster pcs and all had micro stutter.
I guess the only way to get developers to stop doing games like this is by not supporting them.

This game had a messy development. It's pretty much expected to see it release like this. It was being developed by a THQ studio, that went down. The THQ went bankrupt and Crytek bought the IP and started developing it, with Deep Silver publishing the game. In mid 2014, Cyrtek's financial issues made them quit the development and sell the IP to Deep Silver, that passed the development to Dambuster Studios (recently formed for this game, with former Crytek employees). They delayed the game only 1 year and expected it to work.
It was a clear path to disaster. Probably one more year or so it would be enough to optimize it, but as this game wouldn't sell gangbusters anyway, they most likely just said "screw it".
Oh phew I was worried there for a sec for all XB1 owner. I mean, a game dipping as low as 16fps is fine but 15fps is unacceptable! Sorry PS4 owners.
I wonder what's going to happen to Dambuster Studios. Deep Silver paid a lot of money to get the IP and reassemble the studio. Another Homefront game, except this time with a stable production environment? A new IP? Layoffs? Closure?

I thought prospective buyers might like to know that it runs this badly.
Also, it's not every day you see a multiplatform release run at a better framerate on Xbox One than on PS4.
Lichdom for consoles, Homefront, and Everybody's Gone to Rapture is a travesty to the CryEngine technology ...
Hopefully Kingdom Come Deliverance and Star Citizen will set a new example for what the engine is capable of ...
