I've read the review at PCGamer and the reviewer said that the game not only ran badly, but also looked significantly worse than The Division on the same machine. And The Division isn't really a good looking game (average textures mainly), so I would say that we're getting 360 graphics AND 15 fps.
Edit: Also, the reviewer said the game was actualy bad, so it doesn't mattter that much.
