This game had a messy development. It's pretty much expected to see it release like this. It was being developed by a THQ studio, that went down. The THQ went bankrupt and Crytek bought the IP and started developing  it, with Deep Silver publishing the game. In mid 2014, Cyrtek's financial issues made them quit the development and sell the IP to Deep Silver, that passed the development to Dambuster Studios (recently formed for this game, with former Crytek employees). They delayed the game only 1 year and expected it to work.

It was a clear path to disaster. Probably one more year or so it would be enough to optimize it, but as this game wouldn't sell gangbusters anyway, they most likely just said "screw it".
