I think games can deserve 10s from fans but I don't think publications should use them, especially if they have a .1% scale like IGN does. They need to be more critical and understand that even the slightest flaws could be major to a consumer. My favorite game is WWF No Mercy, which was insanely fun, and had more depth than any other fighting game created but it wasn't even good graphically at the time. There were huge collision problems, with arms going through bodies at times. Did it affect me as the player? No, I can look past that stuff and still think it's perfect but to a review site, that's a problem that needs concern since the next player may find a huge issue with it. Each gamer is different and thus no game can be a 10 to a publication unless it's a 10 in every conceivable category.
