Can't say I'd be even remotely disappointed even if she wasn't underage. I find it pretty hard to take any character seriously that isn't at least wearing basic clothing. Dressing someone up as a lingerie model contributes nothing to the story and probably detracts from being able to genuinely regard her as any sort of legitimate character.

Out of curiosity, if that isn't ok are you upset with Nintendo for developing the game and that design in that way originally for Japan?

That's exactly how it works. It there's consequences for altering a game to a publishers wants, then there's no deterrent from them doing it. While the slippery slope is a fallacy, it happens in real life and we have very good examples of it happening in the games industry.
