I'd say it's a tie between Fawful and Count Bleck, but since neither of them are on this list, I'll abstain. You also need Wart, I mean, what is this crap? Boos and Bob-ombs but no Goombas or Koopa Troopas? That's inconsistency in regular enemies. And then Bowser, but no Bowser Jr., Wart, Fawful, Cackletta, Bleck, or Kamek? That's inconsitency in bosses.
