Exactly what I have been saying. PSNow was never an answer to backwards compatibility and people just do not seem to be understanding that. I always believed its true target were people who do not own gaming machines. Samsung has a monster market share and you will be able to use PSNow soon on their televisions whether you have dedicated gaming device or not. All you need is a DS4 controller. I have no idea how big it could be as it becomes available on more devices but it puts Sony in markets that they may otherwise not have access to.
It is not the same thing as backwards compatibility and I am not sure why that is so difficult for people to grasp. I would love for Sony to introduce true backwards compatibility to the PS4 but I seriously doubt they will. If for no other reason than to be able to retire my PS3 and open up a desperately needed HDMI slot on my T.V. :D
It is a very good move by Microsoft provided that publishers do not gimp which games will or will not be available but I am not sure it is a game changer. It definitely gives them a pretty big selling point that Sony will not have though. A bigger game library for consumers is nothing to scoff at and you can bet it will be an advertising point both in the media and most likely on packaging. The best case scenario is that very selling point allows MS to tighten up the race in the United States and possibly UK.
