It's Killzone 3 that seems to cause a split in the fanbase and even then it's not to the point of hate but rather disappointment compared to its predecessor.
What's risky and what isn't is not the sole determining factor. It's also about trying to establish something new because gamers often demand that. It's striking a balance between maintaining franchises that are likely to be more successful and trying something new. That's why we've already seen Uncharted, LittleBigPlanet, Killzone, and Infamous. That's why we'll be seeing Gran Turismo and God of War. Sony decided that these franchises are worth spending the money to return to. That's why instead of another Resistance we got other new IPs developed by first and third parties. It's not that Resistance isn't worth it overall. It's that it just falls short on a list that seeks to balance spending money on risky new IPs versus spending money on established franchises. At least for now. Perhaps when Sony is done returning to other franchises, like it seems they're preparing for Uncharted, we'll see them spend the money to bring back Resistance.

I think its absolutely fair to call Resistance "average at best." That doesn't mean its bad series, but there were a ton of FPS games in the 7th gen that were at par with Resistance. I put it up there with many B-tier games that were enjoyable for a playthrough but nothing truly noteworthy.
My opinions seem to differ with the average player of 1st party Sony games by the way. My favorite games in some their series were Resistance 2, Killzone 3, and Uncharted 3. I felt like those games were better paced.
What's risky is a huge factor when deciding what games to greenlight. Again, Resistance is an established IP that already has a following. The potential for a new Resistance game to sell a couple million is there so a new game is a definite possibility. Gamers were demanding new IPs from Sony, but they weren't great and now they want old IPs!
