Not many games do stay active in the minds of gamers over time. I still don't think you can call a franchise like Resistance "average at best". I think you're making a fairly big assumption in saying that the series is not fondly remembered. Especially when it seems there are people who would definitely disagree with you. Which makes me wonder what you think makes for a "fondly remembered" game. Killzone 2 is actually spoken of highly by most I see talk about it. It's Killzone 3 that seems to cause a split in the fanbase and even then it's not to the point of hate but rather disappointment compared to its predecessor.
What's risky and what isn't is not the sole determining factor. It's also about trying to establish something new because gamers often demand that. It's striking a balance between maintaining franchises that are likely to be more successful and trying something new. That's why we've already seen Uncharted, LittleBigPlanet, Killzone, and Infamous. That's why we'll be seeing Gran Turismo and God of War. Sony decided that these franchises are worth spending the money to return to. That's why instead of another Resistance we got other new IPs developed by first and third parties. It's not that Resistance isn't worth it overall. It's that it just falls short on a list that seeks to balance spending money on risky new IPs versus spending money on established franchises. At least for now. Perhaps when Sony is done returning to other franchises, like it seems they're preparing for Uncharted, we'll see them spend the money to bring back Resistance.
