Unfortunately yes. First week sales were like half of Human Revolution on console and the legs haven't really been any better. It released in August and has sold less than 900k on console according to VGC, though it did manage to sell 500k on Steam. Still, though, it's tracking considerably behind Human Revolution, which sold over 2.5m on console and 1.5m lifetime on Steam.

not officially but it's getting uploaded a few times under a different name. I got mine for Fallout 4. No idea about Skyrim.

Perhaps. Not for Skyrim, but I recall Fallout having it after a longer than usual wait due to the textures not working...
