I think expectations for The Initiative should be lowered a bit, there's some expectations going around that they'll be huge (Due to Microsoft's job posting outright saying AAAA) but this video seems to say differently, I reckon they'll start off similar to Ninja Theory now Tbh, small teams working on AAA feeling experiences and slowly grow to around The Coalition's size. Then who knows from there, I hope it means their game will be out sooner though.

The main development team does not have to be huge. MS can contract out specific work to other teams within their first party. You really do not know what they will be doing or the type of games until we see something shone.

I agree. They can assemble the creative minds write a story, design the gameplay and the art direction and when it come to the grindy work, they hand it to the Sumu, Splash Damage or Skylab of the worlds. By "small and agile" the might mean a portion of the team will work on the story, another portion will work with a developer on the art and another portion will work on the gameplay mechanics with another developer. They might end up working on multiple games simultaneously.
In summary, they might be a bigger, more talented Mistwalker with a much much higher budget.
It doesn't make since to hire all these high level talents to end up being a small team.
