Only 500 yen for each of them? That's the same/less than the Hyrule Warriors DLC, and Is pretty fairly priced.

Now, hopefully those characters shown are quite fleshed out and the quests are fun, then Its all good. ( Though It would've been better If they had released them after the actual game released )

I'm pretty sure there is usually a debugging, quality control, and distribution time period between the game's content completion (i'm talking about the real meat of the game) and release. While the game is being ready for release, additional content can be created and make it as a Day 1 DLC (depending on the content), which means "Day 1 DLC" doesn't necessarily mean content was "cut" or "held back" from the game, we can't know for sure.
