Its not DLC practice, as of now its about collecting your favorite figurines. Amiibo collectors are getting amiibos for Collection purposes than game content. Yes Majority of them.

I imagine its more for the figurine and collection purposes than any functionality, however if the functionality is good its a bonus.

As long as I can get all three Yarn Yoshis at MSRP then I'll be happy

Yuuuuuuuup. Only now you might not be able to purchase said DLC even if you wanted, depending on the DLC content in question. That's the Nintendo Difference.™

 

Anyway, to answer the OP's question "we hope to do better" does not exactly comfort when coming from the company that has promised to learn its lesson re: software droughts, third-parties, etc. multiple times in the past few years.
