I think a previous poster explained it very clearly and concisely. 

There were people who never owned a PS2 and PS3 that now might have bought a PS4

It gets you used to the style and gameplay while providing closure instead of being a tease.  This way they can start a new trilogy on PS4 and people will know it'll have an epic payoff later.  At least I'm hoping it's not to introduce people to Kratos and Greece that would be disappointing to not get a Norse reboot

Well to be perfectly honest, the plot is not that complex :p and they do give a little bit of a brief recap of it at the start of each game. Furthermore GOW 3 is the most polished, the one that will look best, and the only one that has not been previously remastered. I understand the clamoring for a full series remaster, but they did do the whole saga on PS3, and I think PS Now will include the other ones.

If you are very picky then you will  still waiting until PS6 - PS unlimited,  or greatness never even in your mind since PS1 era, because it happen also on the past. PS4 has new ip coming and has new ip that had been released so far.

Guess part 3 demand less resources to improve then part 1 or 2.

It's all about the money.

no it doesn't make sense, maybe they dont have the budget or enough people to make more ip (maybe the other team focusing on more new ip), or maybe this project is just some experiment to learn new system.

i dont believe if their reason is just introduce GOW to people who havent played on PS3 because if that's the reason they could have just put all God of War games in one disc like MCC.
