I don't know who but there is a member of Vgchartz who proved that Ps4 was undertracked in 2015 and overtracked in 2014.

So, on software side, VGC definitely undertracking Dying Light and NBA, and overtracking The Order.

We should be able to eliminate number 2. Everytime PS3 sold more than the other consoles but less than handhelds they specifically said best selling console. This time they specifically said best selling hardware. Number 1 is a strong possibility, if the hardware is tracked seperately, PS4 could still be ahead of the N3DS and 3DS individually. PS4 selling 400k would be great for the industry, it means that the Xbox One sales might be healthy as well! I hope that's the case.
