There are three possibilities...

1. NPD tracks 3DS and N3DS separatelly... so PS4 > both not combined

2. Sony was talking only about home consoles.

3. PS4 sold more than 395k

We should be able to eliminate number 2. Everytime PS3 sold more than the other consoles but less than handhelds they specifically said best selling console. This time they specifically said best selling hardware. Number 1 is a strong possibility, if the hardware is tracked seperately, PS4 could still be ahead of the N3DS and 3DS individually. PS4 selling 400k would be great for the industry, it means that the Xbox One sales might be healthy as well!  I hope that's the case.
