My comment might have been a little vouge. I meant: Do mods have the power to ban users who report a lot of posts for no reason whatsoever.

That's spamming, so yeah - in theory.
Not sure if it ever happened, since spamming is a minor offense compared to trolling or flaming, so users usually get a few warnings before receiving a ban.
