You're assuming that's the case, but nothing was confirmed either way, introduced can mean revealed or released to market. FYI the New 3DS hasn't even released yet in the west and the DS had 7 years between when it was launched and the 3DS came out, it seems more likely that Nintendo would unveil their next handheld in 2017, for release in 2018, which is coincidentally the same length of time between the DS and 3DS releasing.
Nintendo are apparentally interested in fusing their home and console development, to have an API that works across both platforms, they would handly development, release and everything together, so release of both the home console and handheld would be handled together, as in at the same time.
As far as Sony goes, the simple answer is that there's still a market for the handheld games platform, if there's a market then Sony will have a product there.
Why wouldn't Sony make a new handheld? PSP was successful, the few reasons for Vita's lack of success is a lack of big AAA exclusives or 3rd party, costs of the system and not using SD or Micro-SD which is cheap for storage. Hell the handheld should probably have come packed with a hard drive in the system.
Sony have single handledly shown that consoles can still sell big, no reason why they can't do the same for handhelds if there's still a market there.
Vita still has the issues of memory being expensive or some none universal system, a new platform can be built with a cheap memory system from the beginning, hardware that if AMD is used can come packed with an API that unifies X86 and ARM together, to make development even less expensive.
