There's nothing they can do. No developer in their right mind is developing a true AAA game for the Vita, you need a development team nearly the same size as a PS3 development team, as a developer and publisher it's better to develop for home consoles and/or PC. All Sony is going to do is maximize profit and market it as a PS4 accessory for remote play, and if you're lucky indie developers will keep putting their games on the Vita.

This is basically it really... The install base is much to small for a developer/publisher to risk throwing millions of dollars and thousands of hours developing a AAA game on the Vita that uses the excellent hardware... That's why all we get now are ports/indies. Even before, we were getting half-baked versions of Assassin's Creed/COD etc which were probably made during the development teams lunch breaks :P Sony really did give it a good shot with Uncharted GA, Killzone, Wipeout, Tearaway, Gravity Rush etc but much like the Wii U, third party titles are also needed. Such a shame because the Vita is a beautifully constructed and the hardware is amazing....
