SF2 did a whole lot better then IV it was also huge at the arcades it was pretty much the most popular arcade game for over a year.

Sorry man, you're cool, but that is a complete misrepresentation. SF2 was heavily bundled on SNES, I know because I was there, I was 10 at the time and sf2 was on SNES bundle for at least a full year. It was bundled when sf2 came out and then when turbo came out, which was 8 months later. SF2 was the first real fighting game on consoles and it was by no means affiliated with any brand per se. Genesis sold 1.6m and snes sold 10m. This game wouldn't have sold nearly as much without bundling. Maybe 8m tops.
And again, Sony has come out and said that most digital versions of retail releases are around 30%, which is massive. Based on the bundling and the unnaccounted digital, I'd say sales are likely much more even.
But at the end of the day, the point still remains that sf4 is the #1 selling fighting aside from smash.

You're right, I am sure the board of director and the shareholders, would grant Phil Spencer unlimited funds for his Xbox Division.
Honestly, I think Shawn Layden has bigger funds, than Phil Spencer, due to Playstation's increasingly importance for Sony.

SF2 wasn't heavily bundled with the SNES I guess you have it confused with Super Mario World which was the only SNES game that was heavily bundled. Also unless you can proof otherwise in North America where the Street Fighter games sold the most there wheren't any bundles for it. Tekken 3 is also bigger then SFIV not only did it sell over 7 million copies just on the PS1 it was also hugely popular at the arcades.

Actually the first Mortal Kombat game dethrowed Street Fighter 2 as the most popular arcade fighter pretty quickly and it was released only a year and a eight month after it.

There ya go and Rise of The Tomb Raider is actually timed exclusive while SF is supposedly full exculsive tho I'm sure Xbox One will get the super version years down the line.

Not in Japan but in the US it pretty much was a instant hit. Of course it didn't sell as much on consoles as SF2 since both the Genesis and SNES versions where pretty poor ports and the SNES version was heavily censored.
