Mostly due to the fact that its still in print and has been available at bargain bin prices for most of its existence.  The Street Fighter games on the NES weren't available throught the consoles entire lifetime and almost never where heavily discounted and they sold almost twice as much on a console that sold less then 50 million units compared to the 160+ of the PS3 and 360.

Digital sales aren't tracked though. And no doubt did the majority of sales for AE and Ultra come from digital updates, since those were twice as cheap as buying another retail disc again. $15 for a digital update (no matter which version of the game you had after vanilla), or $30 for a retail copy.
Every person I know who bought those versions chose the digital upgrade for this reason. And that's not counting the digital sales of the full versions of the games either. I for example bought the full digital version of AE even after I had Ultra, just so I wouldn't have to use my Super disc any more, and also because those games went on sale a few times on PSN/Live, as you mention.

I bet the SF2 series did better regardless, but SF4 definitely did significantly better than the tracked numbers showed because of this very luctrative DLC upgrade incentive.


SF2 did a whole lot better then IV it was also huge at the arcades it was pretty much the most popular arcade game for over a year.
