Most balanced of all time? Sure. Why not?
It's weak just like the other consoles of the gen. Even if you want to compare only current gen consoles and leave out expectations, its CPU is weak.

Ubisoft wrote that they tried to use less people but the FPS remained low. That game is a mess.
And Sony told that the CPU bottleneck can be overcome using the GPGPU capabilities of the GPU. If it doesnt hurt graphics that would be great, I guess we´ll find out down the road.

Why not? Because it is a game with severe technical issues. It isn't pushing the tech, it is struggling to simply work.
CPU and GPU calculations aren't exactly complimentary. Recursive operations and operations that arent' massively parellal are CPU's job. But things that are massively parallel must be done on the GPU. A low end GPU can crush the most powerful CPU in operations that are adequate. Put an i7 there and the GPU would still be a better deal for physics and simulation.
Consoles aren't weak. And PS360 weren't that bleeding edge. Just after their launch, we still had PC GPUs outperforming them by 2X easily. Console's advantage always was having a close to the metal API and a standardized hardware to allow real optimization.

Maybe the 360 but not the PS3. The PS3's CPU matches the PS4/X1 in performance (edges out the PS4's, actually). PS3's CPU was grossly overpowered for it's time.

If people weren't so cheap we wouldn't need a balanced console, we'd get an actual great console.
As if 100 or 200 more bucks would matter on a product that will entertain you for at least 5 years.

I have to agree. No component seems to exceed or lack to attain their proposition, although some overclock on cpu could make it even more balanced.
ps4 rocks because of the rocket engine they use to cool the system is trying to take off.
