In Japan every next-gen (not including Wii U) is an exclusive.
In the 2+ years I have lived here, several game stores around me have closed and a few have shrunk their gaming sections considerably in favor of merchandise and/or porn. Even some of the retro stores have closed.
In the same time span, the number of handhelds I see on the train every day has decreased by leaps and bounds. Seemingly everyone now has a smartphone (mainly iPhones)and people with handhelds are the exception.
The muted reception of the PS4 can probably partly be explained by the Western-centric lineup, but it seems like the Japanese would line up and be excited about consoles launched with very few good games in the past. The PS2, for example, had a rather lackluster launch lineup, but still sold like gangbusters.
I actually do not think the PS4 will outsell the PS3 in Japan. If the PS3 only sold as (relative to the PS2) poorly as it did with a 7+ year generation and only had the Wii as a contender in Japan, I don't think the PS4 will catch it with the incredibly soft start it is off to and a shorter generation because of the relative lack of power of the PS4.

Yup, I wonder if these western 3rd party titles will help the PS4 reach the goal of winning over the Japanese Market if in the end they are all exclusive to some extent, something is better than nothign right?
Plus there is still a chance of GTA 6 coming out on the PS4 :P
But still I think key titles like a new Dragon Quest game would change the whole situation greatly.

But wouldn't that still mean the prefer handhelds over home consoles since 3DS (Ignoring Vita and Mobile just for a second) > PS4.

I think the more important question is; is there any point to doing so? I feel like everyone's efforts with home consoles would be better focused elsewhere.
